Current Position at CWA

Anthony Severn joined CWA as a technical officer/surveyor in 1983 and has been a Director of the Company since 1992.  Anthony is responsible for carrying out and supervising a wide range of services (both consultancy and survey) within the Marine and Oil & Chemical Departments of CWA.  Anthony has developed particular expertise in tanker (crude, product, bitumen, and chemical) and LPG carrier operations, especially in relation to all aspects of cargo carriage and transfer.  He has acted as an Expert Witness in Arbitration and High Court, and has carried out numerous, detailed investigations of loss and contamination incidents and ship performance studies.  Examples of these include cargo handling, pumping, venting, COW, ballasting, tank cleaning, bunker supply and consumption, integrity of containment systems and compliance with international regulations (IMO, SOLAS, MARPOL, US Coast Guard, etc).  Anthony has performed detailed analysis of all aspects of oil loss control and contamination matters on ships, in refineries and tank farms, and is responsible for the continued development of CWA software concerned with loss reconciliation (CAROL), LPG cargo calculation, trim/stability, etc.  He has been a member of the Institute of Petroleum Oil Loss Control and Oil/LPG Measurement Committee since 1985 which has produced detailed manuals outlining procedures for cargo surveyors in the measurement of oil cargoes (crude oil, petroleum products and LPG).  Anthony represents the Society of INTERNATIONAL Tanker and Terminal Operators (SIGTTO) as a member of a BSI Committee dealing with Measurement of Light Hydrocarbons.  Anthony is also on a SIGTTO working panel producing Guidelines in the Shipboard Odourisation of LPG cargoes.

Responsible for the co-ordination of Consultant Master Mariners within the CWA Marine Department, Anthony has accumulated ample experience in the management of Charter Party disputes, navigational issues, casualty response and investigation, personnel injury, etc, often necessitating the preparation of expert advice for litigation purposes.

Anthony was also responsible for the implementation of the Company's Quality Control Accreditation (ISO 9002) and acts as Management Representative with attendant responsibilities for internal audits and liaison with LRQA.

Summary of Previous Employment

Anthony started his professional career in 1977, joining Shell Tankers (UK) as a cadet (as an A-level entrant) on a 4 year training scheme.  His service was completed on VLCC's, product tankers and LNG carriers.  On obtaining his Second Mate's Certificate he moved to Chevron Tankships (UK) Ltd and served on VLCC's, gaining further operational experience, including crude oil washing and ship to ship transfer operations.
