43 years’ experience of consulting engineering in the UK and overseas.
Specialist understanding of planning, study and design of port,
maritime and general civil engineering development works.
Project Manager leading major port and terminal planning and design
studies in Europe, the Caribbean, West Africa and the Far East,
including World Bank and European Community funded studies in
Lithuania, Liberia, Ghana, the Turks and Caicos Islands and elsewhere.
Extensive recent experience of planning and operational studies of
liquid and dry bulk terminals in the Gulf region and elsewhere.
Project manager for due diligence and value management studies.
Experience of risk analysis techniques, including acting as
facilitator, hazard identification, risk assessment and design of
preventative or mitigation measures.

USA, ARCO/BP vs Equilon
Expert witness in US District Court for the Western District of
Washington State in litigation arising from a pipeline failure and
explosion. Reported and testified in deposition on questions of
ship movements and berth occupancy at the RCO/BP Cherry Point Refinery
dock during the pipeline outage period, in support of the ARCO/BP
business interruption claim.
UAE, Jebel Dhanna/Ruwais Port Integrity Study
Preparing Terms of Reference for a comprehensive study of the principal
oil port in Abu Dhabi, handling all the onshore crude exports and most
of the production of the refineries and petrochemical industries
located at Ruwais. A major concern was the adequacy of the entrance
channel for future traffic but the study was also to investigate the
capability of the individual terminals.
Subsequently Port Planner and Dredging Engineer for the implementation of the study from September 2004.

Jordan, Aqaba Project
Maritime and port engineer working on a multi-disciplinary
due-diligence study of a proposed development of inland lagoons at
Aqaba for tourism and possibly for port facilities to replace or
supplement the existing port.
Oman, Bulk Handling Study at Port of Salalah
Port engineer and planner in this pre-investment study for mechanical
bulk handling systems required at Berths 30 and 31 in the Port of
Salalah. Bulk materials to be handled included wheat, animal feeds,
cement, clinker, limestone aggregates and urea.
Oman, Expansion of Port Sultan Qaboos Study
Port planning consultant for this multi-disciplinary study of all
aspects of Port Sultan Qaboos. The principal aim of the study was to
identify how the port could best be expanded to increase its container
handling capability, but bulk handling and other cargoes were also
included.

UK, London Gateway – Alternatives Study
Assisting Team preparing Alternatives Study for the inquiry into the
proposed London Gateway container port at Shell Haven on the River
Thames. The study was required under the Habitats Directive to
demonstrate that there is no alternative location within the UK where
an equivalent development could be sited.
Caribbean, Anguilla Port Study
Team Leader in the field for a comprehensive study of the existing and
future port requirements of the island of Anguilla, one of the Leeward
Islands in the Caribbean. The study covered not only the physical
facilities required but also the structure and management of the
island’s ports.

UAE, Ruwais Berths and Oil Movements Study
Port planning and shipping advisor for multi-disciplinary team in study
of shipping and pipeline movements of oil to and from Ruwais Refinery,
Abu Dhabi. The work included computer simulation modelling of the
shipping operations at the Jetty.

Port planning advisor for development planning study of Ajman Port.
Nepal, Melamchi Water Supply
Preparing major proposal for Project Management services for Melamchi Water Supply project, Kathmandu.

Team Leader of technical due diligence and value management study for a major reclamation and property development in Dubai.
Qatar, Mesaieed Crushed Stone Import Facilities
Navigation and shipping economics advisor for study of the provision of
facilities in the port of Mesaieed for the import of up to 6 million
tons of crushed stone per year.
Indonesia, Maritime Transport Adviser, Transport Sector Strategic Study
Advising and reviewing work in the maritime sector carried out as part
of the ADB funded Transport Sector Strategic Study of the whole of
Indonesia. In view of the geography of the country, maritime
transport plays a major role. The study identified 28 strategic
ports and also covered shipping and ferry requirements.

Port Complex In charge of design work for a consortium preparing a private finance
submission for the development and operation of Mejillones Port Complex in Northern Chile.
Oman: Design Manager, Sohar Port Breakwater UK Design Manager
in charge of all aspects of planning and design of rubble mound breakwaters for the new
port of Sohar in Northern Oman. Work included mathematical wave disturbance and current
modelling and 2- and 3-D physical hydraulic model testing of the proposed breakwater
section, carried out by HR Wallingford.
UK: Risk Analyst, Pevensey Sea Defences Facilitator and
analyst preparing risk analysis for consortium bidding for private finance initiative for
Pevensey Sea Defences.
Chile: Project Manager, Chile Ports Privatisation Study
Halcrow project manager for the technical work required for a privatisation study for the
10 state-owned ports in Chile. The study, led by Dresdner Kleinwort Benson, is to design
the franchising process in the ports and to manage its implementation port by port.
Bangladesh: Project Manager, Patenga Container Terminal
Project Definition Study Pre-feasibility study of proposed Private Finance Initiative
container terminal development at Patenga near Chittagong to assess the viability of
project and to provide information required for the memorandum of understanding and the
prospectus for potential investors.
India: Technical Director, Vadhavan International Port Study
In charge of feasibility study and preliminary design stage of this major greenfield
private port development to handle all types of cargo, including containers, break bulk,
and dry and petroleum bulk liquid products.
The Phase 1 port is to have a capacity of about 10 million
tonnes of cargo plus 500,000 TEU per year, rising to about 26 million tonnes and four
million TEU by the year 2016. |

Turks and Caicos Islands: North Caicos Port Study In charge
of European Development Fund study into the provision of port facilities for North Caicos
Island.
Turks and Caicos Islands: Project Engineer, Grand Turk South
Dock Design and supervision of construction of emergency works and extension to ro-ro ramp
recommended by Grand Turk Port Study.
Ghana: Project Engineer, Takoradi Bauxite Berth Design of
repairs and rehabilitation of bauxite loading berth following accidental damage.
Overseas: Project Manager, Port of Beira, Mozambique/Ports of
Zanzibar and Pemba, Tanzania In charge of tender evaluation for these two projects, both
funded by the European Development Fund.
Libya: Benghazi Northern Lakes Development Responsible for
co-ordinating multi-disciplinary studies and designs covering environmental and
engineering aspects of the project. These included the preparation of a master plan of the
proposed tourist development to match the Client's intentions and the physical
characteristics of the site.
Turks and Caicos Islands: Hyatt Hotel Development Responsible
for co-ordinating a multi-disciplinary project management team preparing preliminary
proposals and estimates for this luxury resort hotel complex.
Turks and Caicos Islands: Project Manager, Grand Turk Port
Study Team leader of multi-disciplinary project team. Organised and crried out all the
survey and data collection work required on site. |
