Alf Hattrell has worked with CWA since 1988 as a Specialist Consultant in the field of all shipboard and tanker operations, oil loss investigations, draft surveys and marine consultancy.

Summary of Previous Professional Activities

1988 to present Since 1988, Alf has been self-employed as a Marine Surveyor, specialising in all aspects of shipboard measurement procedure, draft survey, oil loss control and oil loss investigations.  This work utilises the fifteen years operational experience gained on a wide range of vessels, and the subsequent six years experience attached to major oil inspection companies attending vessels and oil terminals world-wide, and monitoring inspection reports from a world-wide inspection network.   Expert witness.
1984 - 1988 Appointed Operations Manager of Watson Gray International at the UK Head Office. Responsible for co-ordinating the Company's oil inspection operations world-wide ensuring that client's requirements were adhered to.  Responsible for development of a computer program to produce crude oil inspection reports from the Sullom Voe Terminal, using an Apple IIE PC, to expedite the reporting function.  Subsequently responsible for establishing and developing the
Company's marine and oil loss control activities and transferred to a position of Marine Services Manager.  This led to extensive travel attending vessels at many oil ports throughout USA, Europe, Mediterranean, Middle East and Far East for Oil Companies, Oil Traders and Ship Owners in order to identify and reduce oil losses.  Responsible for recruiting and training additional staff and monitoring reporting standards to fulfil client's requirements.
1983 - 1984 Cargo and Marine Surveyor with Watson Gray (Saudi Arabia) based in Ras Tanura and involved with loading of crude oil, LPG, products and petrochemicals with regard to quantity and quality and general marine and draft survey work at Ras Tanura, Jubail and Dammam ports.
1982 - 1983 Marine Surveyor with the Marine Technical Department of Caleb Brett USA Inc based at their Houston office.  Involved in general marine survey work in the Houston area.  Specialising in oil measurement and oil loss control attending vessels during discharge operations throughout the southern USA and Caribbean monitoring operations and reconciliation/investigation of oil losses.
1978 - 1982 Deck Officer with Sealink (UK) sailing as Second Officer and Chief Officer on short sea trade between UK and Continent on ferries carrying rail freight wagons (including hazardous cargoes) and container vessels (180 units).
1977 - 1978 Joined Sanko Line (Europe) as Chief Officer, sailing on crude oil tankers of 80,000 tons dwt..
1968 - 1977 Deck Officer with P&O Bulk Shipping Division (formerly Trident Tankers) sailing on crude oil tankers, OBO's and Ore/Oil carriers up to 265,000 tons dwt.  During this period attended three 'new buildings' in Japanese shipyards through latter stages of construction and sea trials prior to delivery to Owners.  Promoted to the rank of Chief Officer in 1973.
1964 - 1968 Deck Apprentice with Trident Tankers sailing on product tankers to 20,000 tons dwt, crude oil tankers and OBO's to 90,000 tons dwt.  During the final year of apprenticeship won the Honourable Company of Master Mariners Annual Award (1968), for 'Exemplary Achievement in the Study of Navigation'. 
Survey Experience
  • Monitoring of vessels during crude oil loading, discharge and COW operations with regard to loss control and safety aspects for cargo owners.
  • Monitoring of loading and discharge of product cargoes, both on vessel and in shore installations with regard to loss control and safety aspects for cargo owners.
  • Monitoring of terminal operations during loading and discharge of crude oil cargoes with regard to loss control for cargo owners.
  • Representation onboard vessel's during discharge of oil cargoes on behalf of vessel's Owners or P&I Club.
  • Cargo surveys with regard to quantity and quality during loading and discharging of crude oil products, LPG and petrochemicals on both ship and shore installations.
  • Loss investigations with regard to both crude oil and product cargoes.
  • P&I Club representation on behalf of vessel with regard to alleged dock damage.
  • Survey during loading of a cargo of bagged sugar on behalf of cargo receivers.
  • Pre-towage survey of pipe laying barge prior to Classification Society Survey.
  • Draft surveys of bulk cargoes on bulk carriers, coasters and barges to determine quantity of cargo loaded/discharged.
  • Lay-up survey of vessel on behalf of Insurers.
  • P&I Club representation on behalf of vessel with regard to alleged damage of a cargo of steel pipes.
  • On/off hire and condition surveys of vessels prior to and on completion of Charter.
