Managing Director
Specific Expertise and Experience at CWA Dr
David Tomi has worked as a consulting engineer in Britain since
1974. He is the founder and Managing Director of CWA Consultants
Ltd (formed 1980) which he has developed into a leading source of
technical expertise to the niche international marine and energy
insurance markets, the principal stakeholders (ship/cargo/terminal
owners, port authorities) and their legal counterparts. David’s areas
of expertise include loss prevention, incident investigation, damage
survey and assessment, claims evaluation and allied safety and risk
issues. The practice has completed well over 4000 consultancy
assignments world-wide of which David has personally undertaken
numerous case studies, investigations and projects concerning
industrial and port installations, marine terminals, product storage
and tanker operations, incident response, loss prevention, loss
mitigation, damaged/off-specification cargo reprocessing, business
interruption claims evaluation and expert advice in litigation.
He has been responsible for the development of specialist integrated
units within the firm covering Oil and Chemicals, Dangerous Goods,
Food, Minerals, Ports and Shipping. David has extensive experience in
leading inter-disciplinary teams of specialists covering a wide range
of fields: oil, gas, chemicals, petrochemicals, foodstuffs, minerals
and metals and, equally, a wide range of issues involved.
Over the past 10 years David
has directed the firm’s activities through CWA Engineering Safety and
Research Ltd in applied risk and environmental consultancy and project
management services to a wider sector of industry and commerce.
As a result, he has been responsible for extending its capability for
high calibre quantitative analysis, IT and data management
services. These services have been successfully deployed in
support of major litigation.
In July 2000 CWA Consultants
Ltd (formed 1980) and CWA Engineering Safety and Research Ltd (formed
1992) combined to form CWA International Ltd.
David's specific areas of experience include:
- Risk and safety
audits of refineries and allied gas and chemical process plant, crude,
product and bulk chemical tank farms and marine terminals for handling
tankers and gas carriers.
- Investigation of
major loss incidents including economic loss and/or physical loss and
damage by various perils, both natural and man-made, including tempest,
fire and explosion and consequential business interruption; involving
on-shore installations, off-shore facilities and marine casualties.
- Detailed
investigation and advice on loss and contamination incidents, and
consequential claims in the processing, handling, storage,
transportation and distribution of crude oil, petroleum products,
petrochemicals and chemicals.
- Safety in design
and project management services for petroleum/LPG storage facilities -
from conceptual and engineering design to detailed equipment
specification, tendering, procurement, construction and commissioning;
this project commenced in the mid ‘80’s and extended for 10 years
during a period of de-bottlenecking of existing facilities,
modernisation and expansion.
- Development of
specialised risk assessment software for non-marine insurers of major
hazardous plant; Estimated Maximum Loss (EML) for vapour cloud
explosion, pool fire, internal explosion; fire spread modelling in tank
farms (TANKSAFE), supervision of the development of a sophisticated
loss rating package for underwriters of hazardous plant.
- Development of
applied techniques for quantitative risk assessment and risk management
concerning damage (business interruption) liabilities to major capital
works (eg port complexes, major UK lock systems).
- Reclamation,
reprocessing and salvage disposal of contaminated bulk commodities,
particularly petroleum products and bulk chemicals.
- Leadership/participation
in a multi-disciplinary team involved in a detailed investigation
concerning emission incidents/environmental damage claims arising from
power generating plant.
- Expert witness at arbitrations and litigations.

Cremer and Warner, gained wide experience, predominantly in the field
of industrial pollution control, environmental engineering, hazards and
safety analysis of chemical and allied plant for impact assessment,
planning, design and operability studies. |
Specific areas of experience during this period include:
Detailed hazard, operability
and safety studies of existing and planned chemical plant, including
natural gas treatment, petrochemical, fertilizer and allied plant, in
the UK, Europe and the Middle East.
Hazard, environmental and
operability studies for large marine terminals, including Shuaiba Port,
Kuwait; proposed developments at Braefoot Bay, Scotland, related to
North Sea oil and gas and the large scale petrochemical development on
the Wilhelmshaven Estuary, Northern Germany, major petrochemical
complex, Portugal, North Sea; oil and gas plant, UK.
Environmental impact assessment
of major process industries; refineries, petrochemical, desalination,
power stations, fertilizer, cement works and allied plant at Shuaiba,
Kuwait, as incorporated in the major Pollution Control Project.
Design and operation of
integrated environmental monitoring, sophisticated data logging and
data processing systems. Critical evaluation of international
environmental legislation and management.
Environmental engineering expertise in a variety of containment and seepage problems.
Assessment and detailed simulation modelling of oil ballast treatment facilities, Shuaiba, Kuwait.
Detailed feasibility studies of chlorination of potable and saline water, Shuaiba, Kuwait.
Comprehensive river pollution studies in Iran.
Participation in contingency
planning, decontamination, restoration investigations for the Italian
Government in the months immediately following the incident at Seveso
in July 1976.
1970-1974

Before
commencement of postgraduate study in 1970, worked for Chlorine
Technology Ltd on the design of large scale pilot plants to beneficiate
minerals by chlorination. Attached to the University of Sydney,
carried out research on minerals wet processing (flocculation) and the
dynamics of solid/liquid separation processes for a PhD in Chemical
Engineering during the period of 1970-1973, the results of which were
published in several papers by the Institute of Chemical Engineers.
